Mr. Faik Kürkçü, Chairman of KABLODER explained to our readers how the Cable industry was affected by the Covit-19 outbreak. How has the COVID-19 outbreak affected the construction industry? What kind of strategy did you determine as an association against the economic situation that emerged in the and what measures did you take?

Turkish cable industry, which provides the services thereof to the vital infrastructures of our country such as energy and communication, has a strategic importance due to its total production, its export activities, its share in employment, its close relations with the construction, energy and communication sectors. As Kabloder, we have been working for the benefit of the sector on issues such as identifying and solving the problems of our sector and spreading quality awareness since the first day of our establishment with our 21 members who are among the leading manufacturers of the Turkish cable industry. We have been closely observing the Covid-19 outbreak and its effects since the first day of the Covid-19 outbreak and of course currently in this period.

We follow the steps taken by our state and implement the decisions taken. We continue our work by keeping the health of our employees at the forefront and always maintaining social distance in both our offices and our factories. Unfortunately, as in many industries, the cable industry was negatively affected by the Covid-19 outbreak. Our domestic market sales decreased, there was a contraction in the foreign market. Some companies took the decision to close, some switched to the short working method.

Regarding this situation, a communiqué was issued by the Revenue Administration in order that taxpayers affected by the Covid-19 epidemic and the measures taken in this context can fulfill their tax duties by benefiting from the force majeure provisions. Accordingly, the decleration periods of some taxes that are required to be paid by the taxpayers mentioned here in April, May and June was extended until the end of July 2020 and the payment terms of the taxes accrued on them were extended to the last week of October, November and December. As can be seen, the purpose of this communiqué is to support companies with financial difficulties by such tax application policies so that they can get out of this difficult process with the least impact.

In this process, the construction sector, which contracted or even came to the stopping point, is tried to be kept alive by the Public Administration by taking the construction sector within the scope of force majeure. Metal (copper, aluminum) producers, who produce the main raw materials of the cable industry, are also within the scope of force majeure. For similar reasons, a letter was sent to the Revenue Administration in order to include companies in the cable industry within the scope of force majeure. In addition, there has been an additional increase in customs duty on products imported from abroad. However, there is no tax on some communication cables, especially fiber optic cables and especially on products from China. Regarding this situation we, as Kabloder, will apply to the relevant ministry..

Can contraction in the market due to COVID-19 in countries which are Turkey’s exports rivals, particularly China, create opportunities for the export sector in the coming period? Can we learn your thoughts on this subject?

More than half of the total production of cable manufacturers operating in our country is exported. Accordingly, the export figure of our industry in 2019 is 2.07 billion USD. Unfortunately, due to the Covid-19, export orders of many of our producers decreased and we faced with order cancellations. Today, in our industry, which has to utilize even the smallest opportunity in exports, the factories must remain open especially during the curfew, so that the producers can produce the remaining orders or the new orders. Britain, Germany, France and Italy, which are among the countries where cable exports are currently made, were seriously affected by the Covid-19 epidemic, and therefore, serious reductions were detected in orders from these countries. Currently, these countries are still under the influence of the epidemic, like us. In China, where the epidemic first started, we can say that life is now normal. We hope that this normalization in China affects the whole world positively as soon as the vaccines found are effective or a new and effective vaccine is found and we can return to our old normal life.

As Kabloder, we believe that there will always be new opportunities in export for our industry; however, we continue our efforts to ensure that all stakeholders of our industry, especially our manufacturers, come out of this epidemic with the least damage in order to take advantage of these opportunities.
